In this document, Francisco Lebasque, as the promoter of the development, offers the roads, green areas, and public infrastructures of Planas del Rey to the municipality. These plots are clearly intended to become municipal property, so that the Town Hall can manage, maintain, and provide the associated services (roads, lighting, water, sewage, etc.).
A clear act, a deliberate intention
This gesture is not insignificant. It reflects the promoter’s explicit intention to bring Planas under municipal jurisdiction. And if the Town Hall accepted these plots — which it never contested — it thereby acknowledged its responsibility in managing these now-public spaces.
A strong argument in the face of municipal inaction
This document contradicts the current narrative of the municipality, which has claimed for years that it cannot intervene in Planas because it is not responsible for it. By accepting this donation, the Town Hall crossed a legal threshold: that of implicit acceptance of the infrastructures.
A key piece in the fight for residents’ rights
For the residents of Planas del Rey, this certificate is a key piece of evidence. It proves that integration into the municipality was already being considered nearly 50 years ago, and that the Town Hall benefited for free from a public asset now abandoned. Most importantly, it confirms that the responsibility of the Town Hall is engaged, despite its ongoing refusal to fulfil its obligations.

To the attention of the Mayor of Pratdip,
Province of Tarragona
Mr. Mayor,
Following our conversation with the Secretary of your municipality, I have the honour of informing you that I have decided to donate to the Town Hall of Pratdip the following properties, which belong to me, in the Planas del Rey urbanisation:
- The Olympic swimming pool and the children’s pool, with all corresponding equipment and services
- The five tennis courts
- The mini-golf course
- The well with the pumps
- The roads
- The entire water installation, including wells and associated services
- The sewage network
- All land classified as green zones, with existing plantings
This donation is made without any intention of claiming the rights conferred on me by the Land Law, in my capacity as promoter of the Planas del Rey development.
It is understood that all property owners in Planas del Rey shall have the right to use all the services of the development, managed by the Town Hall of Pratdip, by paying the corresponding fees, as demanded by the municipality in the manner it deems appropriate.
Without imposing any conditions, I suggest that all personnel assigned to the services of the development be recruited entirely from among the residents of the municipality of Pratdip.
Furthermore, I kindly request that you do everything within your power to limit the expenses related to the sewage treatment plant currently required by the Administration.
I remain at your full disposal to sign any documents and deeds necessary to formalise this donation. For that purpose, I will be present in Pratdip on the 22nd, 23rd and 24th of November.
I wish for this donation to take effect as of January 1978.
