On September 21, 1968, Francisco Lebasque, developer of the Planas del Rey urbanization, sent an official letter to the Pratdip Town Hall. In this letter, he clearly expressed his intention to transfer to the municipality the roads, water supply networks, sewage systems, public lighting, as well as the common areas and security services.

This initiative responded to a request from the property owners and aimed, according to him, to improve the administration and management of the urbanization.


A process that led nowhere

While this letter constitutes formal proof of the developer’s willingness to transfer the facilities to the municipality, it was not a legally binding act. The acceptance by the Town Hall and the signing of a notarized deed were necessary to finalize this transfer, which, evidently, never took place at the time.

The letter also mentions that the Town Hall could use the existing water facilities as long as the urbanization was not yet connected to the municipal network, highlighting the lack of full integration of Planas into the municipality.


A missed opportunity

This document proves that already in 1968 the conditions were in place for Planas to be integrated into the municipality of Pratdip.

To the attention of the Mayor of Pratdip

I, FRANCISCO LEBASQUE BELLONCLE, of legal age, married, owner, residing in Planas del Rey (Pratdip), respectfully declare to Your Honor:Qu’en ma qualité de promoteur de l’urbanisation Planas del Rey, située sur le territoire municipal de Pratdip, et conformément à la demande formulée par les propriétaires de ladite urbanisation, et étant personnellement d’avis qu’il est opportun d’agir ainsi, dans le but d’assurer une meilleure administration et prestation de services dans l’urbanisation, j’ai l’intention de procéder à la cession des voies de circulation et services publics à la Mairie de Pratdip, et sollicite que cette opération soit menée conformément aux dispositions légales applicables.

I therefore request that you accept the mentioned transfer, which includes:

  • The roads of the urbanization
  • The water distribution networks
  • The sewer networks
  • Public lighting
  • The waste collection service
  • The security and surveillance service
  • And all other services within the competence of the municipality

To support this request, I will provide any additional documentation the town hall deems relevant, including:
The list of plot and housing owners in the urbanization.
The list of debts of said owners related to the maintenance and provision of the aforementioned services, concerning previous years, to allow for recovery and settlement according to current procedures.
As well as the final settlement of the transferred services and infrastructures, under my responsibility as the developer

I specify that, regarding the drinking water supply, the town hall may use the flow currently directed to the main tank, which is part of the transferred network, until the urbanization is connected to the Pratdip municipal network.
