A new plea in favor of a “community of property owners”
Dear members, dear supporters, dear property owners of Planas del Rey,
A member of the group Unidos Planes del Rei recently published a text calling for the creation of a community of property owners in Planas del Rey.
For more than ten years, we have rarely agreed with this association, and once again, we wish to respond calmly, as long as our freedom of expression is not silenced by repeated legal threats.
1. “The community would not be in charge of maintaining Planas”
You claim that this new community would not be responsible for maintaining Planas, unlike the former EUCC, and that this would be clearly stated in its bylaws.
Since 2013, your positions have changed so many times that many people doubt your consistency. And even if we still make the effort to believe you, your closeness to the Town Hall raises questions.
The same Town Hall has just approved the reparcelación project once again. Let’s wait and see what the Falset Registry decides…
2. “Creating a community is normal when there are shared elements”
FALSE.
In L’Hospitalet de l’Infant, Mont-roig del Camp, Cambrils… there are many shared elements, yet no community of property owners has ever been imposed.
In Planas, we own our houses and nothing more. We are not co-owners or timeshare owners.
The green areas, roads, pools, and infrastructure (representing 45% of the territory) are owned by the Town Hall.
We are not a private urbanization.
3. “The community would democratically represent all owners”
This would be a luxury of democracy: the ability to choose between different structures to represent residents.
Some will choose AVPR – SOS Planas, convinced by our legal victories over the past 12 years.
Others will prefer Unidos, believing that a nice meal with friends is enough to solve Planas’ problems – despite the lack of results since 2013.
And when municipal elections come, we will all be able to vote for our party: Avança Pratdip, and support our brave councillors (regidores), hoping to see them one day achieve a majority.
But what you propose is the end of pluralism. It’s a single party system, the gateway to all dictatorships.
4. “A stronger force against the Town Hall”
The only force the Town Hall recognizes is justice.
Without the ruling of July 21, 2016, we would still be paying taxes to the EUCC — around €1,200 per house, plus water and waste fees.
The EUCC’s annual budget exceeded €230,000, amounting to nearly €1.4 million saved since 2016.
5. “An association cannot represent all property owners”
COMPLETELY FALSE.
The Asociación de Vecinos de Planes del Rei (SOS Planas):
- was legally created 11 years ago
- has statutes drafted by a legal professional
- was published in the BOE, in accordance with democratic principles
All property owners in Planas are eligible to join, and may be elected board member, treasurer, secretary, vice-president or president.
In 2018, the Town Hall tried to exclude SOS Planas from the enforcement procedure related to the July 21, 2016 ruling.
The High Court of Justice of Catalonia ruled on January 31, 2020 that our association is representative and fully legitimate.
Conclusion: the fight continues
This is a difficult challenge to face alone. But if we don’t rise to it, Planas’ urbanization will end in failure.
The Town Hall, through its Mayor, has always refused to comply with the law:
- the EUCC has still not been liquidated
- the courts have stated clearly that the Town Hall was its administrative authority
- it still refuses to provide minimum public services
- it seeks to impose reurbanization works 100% paid by the owners, under illegal and unacceptable conditions
This is why, in consultation with our lawyer, we have decided to take the matter to the criminal court.

Excuse me,
But I think a lot of owners are fed up with your associations.
Planas is a superb place where we want to live in harmony with everyone.
I have always paid my bills and I owe nothing to anyone.
Hundreds of Municipalities in Spain manage “satellite” urbanizations without problems, without trying to extort money from the owners as soon as possible and without acrimony! Why isn’t Pratdip Town Hall able to do the same?
A re-parcellization? We don’t want it and a large majority of owners have said so. It seems that the Town Hall will ignore it, it’s scandalous!
As for creating a new Entity as it seems that Unidos takes care to do it and even the Town Hall that has already made a project in this direction, it is the door open to charges that we no longer want to pay and to a management whose we do not want in any case.
We urge you to beware of the fine promises that could be made at the August 6 meeting.
