On 16 September 2019, Pratdip Town Council meets in an extraordinary session.

Among the decisions adopted is an amendment to the municipal budget that includes an item directly concerning Planes del Rei.

The official document records an extraordinary credit of €50,000 under the heading “Urb. Planes del rei”.

In simple terms: in September 2019, the Town Council officially sets aside €50,000 in its budget for Planas del Rey. However, the minutes do not specify which particular works or expenses this amount is intended to cover.


An extraordinary Town Council meeting

The meeting takes place on 16 September 2019, from 8:37 a.m. to 9:00 a.m., under the chairmanship of Mayor Joan Maria Rovira Vernet.

All seven members of the Town Council are present.

One of the main items examined is budget amendment no. 2/2019, corresponding to municipal file 252/2019.

The mayor explains that the budget needs to be restructured in order to meet several extraordinary expenses.

The amendment is approved by five votes in favour and two against.


€50,000 for “Urb. Planes del rei”

In the table listing extraordinary credits, a new budget line appears under reference 151 / 609.02:

  • description: “Urb. Planes del rei”;
  • initial credit: €0;
  • new credit: €50,000;
  • final credit: €50,000.

This is the part of the document that directly concerns Planas del Rey.

The minutes, however, provide no further description of the intended use of the €50,000.

It is therefore not possible to determine from this document whether the amount was intended for roads, utility networks, facilities, maintenance or another type of work in the urbanisation.


A budget allocation does not mean that the money was spent

This distinction is important when interpreting the document.

What the Town Council decides here is to create spending capacity within the municipal budget. This does not, by itself, prove that the €50,000 was subsequently spent.

The minutes also do not establish what works may have been carried out, when they took place, which company performed them or how much was actually spent.

In simple terms: the decision of 16 September 2019 is a budget authorisation. To determine what later happened to the €50,000, the corresponding expenditure records, invoices, contracts or implementation decisions would need to be found.


An amendment financed within the existing municipal budget

The credit allocated to Planas forms part of a total of €65,500 in extraordinary credits.

The same table includes, among other items:

  • €50,000 for “Urb. Planes del rei”;
  • €7,000 for water consumption and tanker supplies;
  • €3,500 for a socio-educational project;
  • €2,500 for lifts in municipal facilities in Planes and Pratdip;
  • €2,500 for bank charges.

These extraordinary credits are accompanied by other budget transfers intended for various municipal expenses.

In total, the restructuring amounts to €145,072.40. The minutes specify that the amendment does not alter the overall amount of the municipal budget: funds are reassigned from other budget lines, particularly from an investment planned for Barranc Dòvia.


Another major contract awarded to Comaigua

The same meeting also deals with another important municipal file, although no direct connection with Planas del Rey is established: improvement works on Avinguda Catalunya.

The contract is awarded to Comaigua S.L. following the corresponding public procurement procedure.

This helps place the €50,000 allocated to Planas within a meeting devoted more broadly to several municipal budget decisions and investments.


An important document in the chronology of Planas

For the history of Planas del Rey, the minutes of 16 September 2019 provide a simple but important piece of information: the municipality officially includes €50,000 in its budget under a line specifically allocated to the urbanisation.

The document does not yet tell us what was actually done with this allocation.

It nevertheless provides a precise documentary reference point: a few years after the dissolution of the EUCC, Planas del Rey appears explicitly as a destination for expenditure within Pratdip’s municipal budget.

Later documentation may help establish whether this credit was used and, if so, for which works or interventions.
