In the interest of transparency, the SOS Planas association wishes to share with all property owners the minutes of the meeting held on Monday, January 20 between the Pratdip Town Hall and the various Public Administrations involved in the Planas del Rey integration project.

This report was written by Domingo Ripollès, municipal councillor of Pratdip and resident of Planas del Rey.

Meeting participants

  • Pratdip Town Hall: Silvia Carrillo (Mayor), Fernando Moreno (Secretary-Treasurer), Domingo Ripollès (Municipal Councillor)
  • Tarragona Provincial Council: Jaume Vidal (Head of the Territorial Infrastructure Unit), accompanied by an administrative technician
  • Comarcal Council: Josep Frederic (Architect of the Comarcal Council and of the Municipality of Pratdip)
  • Urban Planning: Xavier Villacampa (Director of the Territorial Planning Services in Tarragona), accompanied by two urban planning technicians
  • ACA (Catalan Water Agency): Anabel Batalla (Head of Territorial Management)
  • INCASOL: Representatives of the Department of Urban Planning

Meeting proceedings

The meeting was opened by Ms. Silvia Carrillo, who presented the main objective: to find concrete solutions to the situation in Planas in coordination with the competent administrations.

The municipal secretary then gave an overview of the current situation, highlighting the legal uncertainties and the financial constraints of the municipality.

A thorough debate took place on the pending legal issues. Representatives from the various institutions took note of the matters raised, particularly regarding funding for the works and the registration of Planas in the land registry.

The ACA clarified that the wastewater treatment plant would indeed be financed by the agency, but only after the complete modernization of the sewage network.

The architect of the Comarcal Council drew attention to the existence of a court ruling prohibiting any new construction in Planas until the urbanization is officially registered in the Land Registry.

Conclusions

The participants agreed on the need to register Planas in the Falset Land Registry and to revise the original project, which has become outdated in several aspects.

The importance of adapting the initial standards of the project — considered too ambitious — to a more realistic and minimalist version was also raised.
