Two documents published on 14 May 2026 in the Official Bulletin of the Province of Tarragona (BOPT) show that the municipality of Pratdip is currently preparing a progressive reorganisation of the drinking water and sanitation management model across the municipal territory.
These documents concern both :
- the modification of the management model for the water and sanitation service ;
- the creation of a new municipal tax linked to this service.
End of the current delegation system
The first document indicates that the current indirect management system, operated through a delegation of powers to the Consell Comarcal del Baix Camp, will end on 30 June 2026.
According to the published text, negotiations carried out in 2025 to extend this delegation were unsuccessful.
The municipality therefore plans a transitional takeover of the service through direct municipal management.
A future 25-year concession contract
The document also specifies that, in the longer term, the municipality intends to launch an administrative concession contract with a duration of 25 years.
The stated objective would be to allow the future concessionaire :
- to manage the service in its entirety ;
- and to carry out the investments necessary to build a new water and sanitation network.
This point is particularly important because it shows that the municipality is considering major structural investments concerning water and sanitation infrastructures.
Creation of a new municipal tax
The second document published on the same day concerns the provisional approval of a new municipal tax relating to the drinking water and sewerage service.
This new tax would be governed by a new municipal fiscal ordinance (Ordinance No. 8).
The text also specifies that this new system will replace the current “non-tax patrimonial public charge” presently in force.
This therefore represents a modification of the legal and financial framework of the service.
A broader reorganisation appears to be taking shape
Taken together, these two documents suggest a progressive reorganisation of the water management model in Pratdip :
- end of the current system ;
- transitional direct management by the municipality ;
- implementation of a new taxation system ;
- preparation of a future long-term concession ;
- and the prospect of new infrastructures.
At this stage, however, the published documents do not specify either the future cost of the investments, their exact financing method, or the possible financial consequences for the different areas of the municipality.
