Its purpose was to identify the work required to bring the development up to standard and prepare for its formal acceptance by Pratdip Town Council.<\/p>\n<p>This new stage directly followed the renovation programme launched in <a href=\"https:\/\/www.latribunedeplanas.com\/en\/2001-2002-the-eucc-launches-the-renovation-of-planas\/\">2001 and 2002<\/a>.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>A project estimated at more than \u20ac3.6 million<\/h2>\n<p>On <span class=\"accentue\">8 March 2003<\/span>, the EUCC reported that the final project had still not been delivered. The mayor then announced that it should be available within the following weeks.<\/p>\n<p>At the general meeting held on <span class=\"accentue\">10 August 2003<\/span>, Pratdip\u2019s new mayor, Josep Montan\u00e9, confirmed that the Town Council now had the <span class=\"accentue\">\u201cUrban development project for the definitive integration of Planas into Pratdip\u201d<\/span>.<\/p>\n<p>The estimated cost of the work was <span class=\"accentue\">\u20ac3,606,070<\/span>, approximately 600 million pesetas.<\/p>\n<p>The project still had to be examined in order to determine:<\/p>\n<ul>\n<li>the Town Council\u2019s financial contribution;<\/li>\n<li>the grants that could potentially be obtained;<\/li>\n<li>the different phases in which the work would be carried out.<\/li>\n<\/ul>\n<p>In the autumn of 2003, the EUCC confirmed that its engineers were reviewing the document. An extraordinary general meeting would then be held to present the proposed work, its cost and the planned timetable to the property owners.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>A procedure is proposed in 2004<\/h2>\n<p>At the general meeting held on <span class=\"accentue\">14 August 2004<\/span>, the mayor presented the main stages envisaged for achieving the formal acceptance of Planas:<\/p>\n<ul>\n<li>review the preliminary project;<\/li>\n<li>request quotations from three companies;<\/li>\n<li>calculate each property owner\u2019s share of the cost;<\/li>\n<li>convene an extraordinary general meeting;<\/li>\n<li>create a cooperation committee;<\/li>\n<li>establish the urban development contributions;<\/li>\n<li>carry out the work;<\/li>\n<li>finally proceed with the formal acceptance of the development.<\/li>\n<\/ul>\n<p>However, the question of funding remained unresolved. Some property owners proposed that the Town Council should accept Planas in its existing condition, carry out the work and then recover the cost through a special levy spread over <span class=\"accentue\">eight to ten years<\/span>.<\/p>\n<p>Another proposal was for the Town Council to take out the loan and then require the property owners to repay it in proportion to the size of their plots.<\/p>\n<p>The mayor replied that the legality of these solutions still had to be verified.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>Formal acceptance remains uncertain<\/h2>\n<p>During the same meeting, Francesc Sabat\u00e9, the EUCC\u2019s lawyer, explained that the Town Council was not obliged to formally accept the development until the work had been completed.
