The project covers four essential areas: sewerage, the drinking water supply, public lighting and road surfacing.<\/p>\n<p>The total cost of the project amounts to <span class=\"accentue\">47,234,044 pesetas, equivalent to \u20ac283,882.32<\/span>. More than thirty years after the development was created, this budget provides the first precise estimate of the cost of upgrading its infrastructure.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>A technical study carried out in September 1998<\/h2>\n<p>The surviving document is the budget summary appended to a technical report. It bears the logo of the Baix Camp County Council and is signed by <span class=\"accentue\">Jordi Gatell i Leiva<\/span>, a technical industrial engineer.<\/p>\n<p>The study was prepared after several years of administrative and legal proceedings. The <a href=\"https:\/\/www.latribunedeplanas.com\/en\/the-court-of-falset-which-obliges-the-town-hall-to-accept-the-transfer-of-the-common-infrastructures-of-planas\/\">judgment issued by the Falset court in 1993<\/a> had established the obligation to transfer the communal areas and facilities. However, by October 1994, the transfer had still not been formalised, partly because the land concerned had yet to be precisely identified.<\/p>\n<p>The <a href=\"https:\/\/www.latribunedeplanas.com\/en\/18-october-1994-despite-the-judgment-the-transfer-of-planas-del-rey-still-has-to-be-formalised\/\">documents from 1990 to 1994<\/a> show that the legal issue remained unresolved. The 1998 study reveals a further difficulty: the condition of the infrastructure and the cost of the work required.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>Four main categories of work<\/h2>\n<p>The estimate identifies four main items:<\/p>\n<ul>\n<li>sewerage installations: <span class=\"accentue\">6,499,611 pesetas (\u20ac39,063.45)<\/span>;<\/li>\n<li>drinking water supply installations: <span class=\"accentue\">2,675,353 pesetas (\u20ac16,079.20)<\/span>;<\/li>\n<li>public lighting installations: <span class=\"accentue\">15,969,028 pesetas (\u20ac95,975.79)<\/span>;<\/li>\n<li>road surfacing: <span class=\"accentue\">7,444,246 pesetas (\u20ac44,740.82)<\/span>.<\/li>\n<\/ul>\n<p>The initial cost of the work therefore amounts to <span class=\"accentue\">32,588,238 pesetas (\u20ac195,859.25)<\/span>. Public lighting alone accounts for almost half of this amount.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>A total budget of more than 47 million pesetas<\/h2>\n<p>The following amounts are added to the initial cost:<\/p>\n<ul>\n<li>5% for unforeseen expenses: <span class=\"accentue\">1,629,412 pesetas (\u20ac9,792.96)<\/span>;<\/li>\n<li>general expenses, set at 13%: <span class=\"accentue\">4,448,295 pesetas (\u20ac26,734.79)<\/span>;<\/li>\n<li>the contractor\u2019s profit, set at 6%: <span class=\"accentue\">2,053,059 pesetas (\u20ac12,339.13)<\/span>;<\/li>\n<li>VAT at 16%: <span class=\"accentue\">6,515,041 pesetas (\u20ac39,156.19)<\/span>.<\/li>\n<\/ul>\n<p>After the allowance for unforeseen expenses is added, the material execution budget reaches <span class=\"accentue\">34,217,650 pesetas (\u20ac205,652.22)<\/span>. With general expenses and the contractor\u2019s profit included, the cost of the work rises to <span class=\"accentue\">40,719,004 pesetas (\u20ac244,726.14)<\/span>.<\/p>\n<p>After VAT is applied, the total budget finally reaches <span class=\"accentue\">47,234,044 pesetas (\u20ac283,882.32)<\/span>.<\/p>\n<p>The conversions have been calculated using the official rate of <span class=\"accentue\">\u20ac1 to 166.386 pesetas<\/span>. They represent the nominal value of these amounts in euros and do not take account of price changes since 1998.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>A new stage in the transfer process<\/h2>\n<p>This document helps explain why the matter could not be reduced to the signing of a deed of transfer. It was also necessary to assess the condition of the water and sewerage networks, the public lighting and the roads, and then estimate the work required.<\/p>\n<p>The study does not establish that carrying out this programme would automatically have resulted in the formal acceptance of Planas del Rey as a whole.
