On 16 September 2019, Pratdip Town Council meets in an extraordinary session.<\/p>\n
Among the decisions adopted is an amendment to the municipal budget that includes an item directly concerning Planes del Rei<\/span>.<\/p>\n The official document records an extraordinary credit of \u20ac50,000<\/span> under the heading \u201cUrb. Planes del rei\u201d.<\/p>\n In simple terms:<\/span> in September 2019, the Town Council officially sets aside \u20ac50,000 in its budget for Planas del Rey. However, the minutes do not specify which particular works or expenses this amount is intended to cover.<\/span><\/p>\n The meeting takes place on 16 September 2019, from 8:37 a.m. to 9:00 a.m., under the chairmanship of Mayor Joan Maria Rovira Vernet<\/span>.<\/p>\n All seven members of the Town Council are present.<\/p>\n One of the main items examined is budget amendment no. 2\/2019<\/span>, corresponding to municipal file 252\/2019.<\/p>\n The mayor explains that the budget needs to be restructured in order to meet several extraordinary expenses.<\/p>\n The amendment is approved by five votes in favour and two against<\/span>.<\/p>\n In the table listing extraordinary credits, a new budget line appears under reference 151 \/ 609.02:<\/p>\n This is the part of the document that directly concerns Planas del Rey.<\/p>\n The minutes, however, provide no further description of the intended use of the \u20ac50,000<\/span>.<\/p>\n It is therefore not possible to determine from this document whether the amount was intended for roads, utility networks, facilities, maintenance or another type of work in the urbanisation.<\/p>\n This distinction is important when interpreting the document.<\/p>\n What the Town Council decides here is to create spending capacity within the municipal budget<\/span>. This does not, by itself, prove that the \u20ac50,000 was subsequently spent.<\/p>\n The minutes also do not establish what works may have been carried out, when they took place, which company performed them or how much was actually spent.<\/p>\n In simple terms:<\/span> the decision of 16 September 2019 is a budget authorisation. To determine what later happened to the \u20ac50,000, the corresponding expenditure records, invoices, contracts or implementation decisions would need to be found.<\/span><\/p>\n The credit allocated to Planas forms part of a total of \u20ac65,500 in extraordinary credits<\/span>.<\/p>\n The same table includes, among other items:<\/p>\n
