For others, it raises legitimate questions about how it would operate, its actual powers and its possible consequences.<\/p>\n<p>Before taking a position, it may be useful to understand what an AAC really is and which questions still remain unanswered today.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>What is an AAC?<\/h2>\n<p>An <span class=\"accentue\">Administrative Cooperation Association (AAC)<\/span> is an urban planning entity provided for under Catalan legislation.<\/p>\n<p>It allows property owners within an area affected by an urbanisation or regularisation process to organise themselves in order to cooperate with the public administration.<\/p>\n<p>Its purpose is not to replace the Town Hall, but to allow property owners to participate in monitoring the process, make their voices heard and defend their interests.<\/p>\n<p>In existing examples across Catalonia, the responsibilities of an AAC may include:<\/p>\n<ul>\n<li>representing property owners before public authorities;<\/li>\n<li>monitoring projects and construction works;<\/li>\n<li>submitting proposals and observations;<\/li>\n<li>overseeing certain expenditures;<\/li>\n<li>seeking grants or public funding;<\/li>\n<li>defending the common interests of property owners.<\/li>\n<\/ul>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Examples Already Exist in Catalonia<\/h2>\n<p>The AAC is not a new mechanism created specifically for Planas del Rey.<\/p>\n<p>Several AACs already exist in different Catalan urbanisations.<\/p>\n<p>These associations generally have their own statutes defining:<\/p>\n<ul>\n<li>their operation;<\/li>\n<li>the rights and obligations of members;<\/li>\n<li>voting procedures;<\/li>\n<li>control and oversight mechanisms;<\/li>\n<li>the composition of their governing bodies.<\/li>\n<\/ul>\n<p>A review of several existing AAC statutes shows that their organisation may vary from one urbanisation to another.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Who Manages an AAC?<\/h2>\n<p>In the examples studied, property owners generally elect a <span class=\"accentue\">Governing Board (Junta Rectora)<\/span> composed of:<\/p>\n<ul>\n<li>a president;<\/li>\n<li>a vice-president;<\/li>\n<li>a secretary;<\/li>\n<li>a treasurer;<\/li>\n<li>and several representatives of the property owners.<\/li>\n<\/ul>\n<p>This Board is responsible for the day-to-day management of the association and represents property owners in their dealings with the Administration.<\/p>\n<p>However, an important question remains for Planas del Rey:<\/p>\n<p><span class=\"accentue\">Who could become a member of this future Board and under what appointment or election procedures?<\/span><\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Access to Accounts and Oversight Mechanisms<\/h2>\n<p>The statutes reviewed also show that some AACs provide for:<\/p>\n<ul>\n<li>members&#8217; access to the association&#8217;s accounts;<\/li>\n<li>consultation of meeting minutes;<\/li>\n<li>presentation of budgets at the General Assembly;<\/li>\n<li>oversight and appeal mechanisms.<\/li>\n<\/ul>\n<p>These provisions are intended to ensure transparency and allow property owners to monitor decisions taken on their behalf.<\/p>\n<p>Here again, the specific arrangements will depend on the statutes that may eventually be adopted in Planes del Rei.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>The Key Issue: the Statutes<\/h2>\n<p>As discussions have progressed, one issue appears to be becoming central.<\/p>\n<p>More than the very existence of an AAC, it is probably its practical operation that will determine its ability to effectively represent property owners.<\/p>\n<p>As a result, several questions remain:<\/p>\n<ul>\n<li>Who will draft the statutes?<\/li>\n<li>Will property owners be able to participate in their preparation?<\/li>\n<li>Will they be able to propose amendments?<\/li>\n<li>How will decisions be made?<\/li>\n<li>What voting weight will each property owner have?<\/li>\n<li>What financial control mechanisms will be put in place?<\/li>\n<li>What exactly will be the Town Hall&#8217;s role in the governance of the association?<\/li>\n<\/ul>\n<p>The answers to these questions may prove to be just as important as the creation of the AAC itself.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Towards a New Debate in Planas del Rey<\/h2>\n<p>At this stage, several aspects of the possible creation of an AAC in Planes del Rei remain unknown.<\/p>\n<p>The recent presentation of the Administrative Cooperation Association has opened a new debate within the urbanisation.<\/p>\n<p>Beyond favourable or unfavourable positions, this discussion raises important questions regarding the representation of property owners, the monitoring of future works and the oversight mechanisms that could be implemented.<\/p>\n<p>While the practical details of a possible AAC have yet to be defined, existing examples in Catalonia show that it is above all a participation tool whose operation depends largely on its statutes.<\/p>\n<p>The coming months will probably provide a clearer understanding of what form such an association could take in Planas del Rey and what guarantees would be offered to property owners.<\/p>\n<p><span class=\"accentue\">One thing nevertheless seems certain: information and understanding of the process will be essential in enabling everyone to form an informed opinion.<\/span><\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Reference Document:<\/h2>\n<p><a href=\"https:\/\/www.latribunedeplanas.com\/wp-content\/uploads\/2026\/06\/comunicacio-propietaris-ass-adm-coop_CAT.pdf\" target=\"_blank\" rel=\"noopener\">The information document recently distributed by the Town Hall is available in Catalan for property owners who wish to consult it.<\/a><\/p>\n<hr style=\"margin-top:10px;margin-bottom: 30px;\" \/>\n<p><a href=\"https:\/\/www.latribunedeplanas.com\/en\/planas-del-rey-the-reparcelacion-officially-registered-in-the-falset-property-registry\/\">Also read: Planas del Rey: the reparcelaci\u00f3n officially registered in the Falset Property Registry<\/a><\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>For several days now, the proposal to create an Administrative Cooperation Association (known in Catalonia as an AAC) in Planas del Rey has generated numerous reactions among property owners.
