header_3_font_size_phone=&#8221;23px&#8221; header_3_font_size_last_edited=&#8221;on|desktop&#8221; global_colors_info=&#8221;{}&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p>Two documents published on 14 May 2026 in the Official Bulletin of the Province of Tarragona (BOPT) show that the municipality of <span class=\"accentue\">Pratdip<\/span> is currently preparing a progressive reorganisation of the drinking water and sanitation management model across the municipal territory.<\/p>\n<p>These documents concern both :<\/p>\n<ul>\n<li>the modification of the management model for the water and sanitation service ;<\/li>\n<li>the creation of a new municipal tax linked to this service.<\/li>\n<\/ul>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>End of the current delegation system<\/h2>\n<p>The first document indicates that the current indirect management system, operated through a delegation of powers to the <span class=\"accentue\">Consell Comarcal del Baix Camp<\/span>, will end on 30 June 2026.<\/p>\n<p>According to the published text, negotiations carried out in 2025 to extend this delegation were unsuccessful.<\/p>\n<p>The municipality therefore plans a transitional takeover of the service through direct municipal management.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>A future 25-year concession contract<\/h2>\n<p>The document also specifies that, in the longer term, the municipality intends to launch an administrative concession contract with a duration of 25 years.<\/p>\n<p>The stated objective would be to allow the future concessionaire :<\/p>\n<ul>\n<li>to manage the service in its entirety ;<\/li>\n<li>and to carry out the investments necessary to build a new water and sanitation network.<\/li>\n<\/ul>\n<p>This point is particularly important because it shows that the municipality is considering major structural investments concerning water and sanitation infrastructures.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Creation of a new municipal tax<\/h2>\n<p>The second document published on the same day concerns the provisional approval of a new municipal tax relating to the drinking water and sewerage service.<\/p>\n<p>This new tax would be governed by a new municipal fiscal ordinance (Ordinance No. 8).<\/p>\n<p>The text also specifies that this new system will replace the current \u201cnon-tax patrimonial public charge\u201d presently in force.<\/p>\n<p>This therefore represents a modification of the legal and financial framework of the service.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>A broader reorganisation appears to be taking shape<\/h2>\n<p>Taken together, these two documents suggest a progressive reorganisation of the water management model in Pratdip :<\/p>\n<ul>\n<li>end of the current system ;<\/li>\n<li>transitional direct management by the municipality ;<\/li>\n<li>implementation of a new taxation system ;<\/li>\n<li>preparation of a future long-term concession ;<\/li>\n<li>and the prospect of new infrastructures.<\/li>\n<\/ul>\n<p>At this stage, however, the published documents do not specify either <span class=\"accentue\">the future cost of the investments<\/span>, <span class=\"accentue\">their exact financing method<\/span>, or the possible financial consequences for the different areas of the municipality.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Possibility to consult the documents and submit objections<\/h2>\n<p>The published documents provide for a 30-day public information period during which interested persons may consult the files and, if they wish, submit objections or observations.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Documents :<\/h2>\n<p>\nThe documents mentioned in this article can be consulted below :\n<\/p>\n<p><a href=\"https:\/\/www.latribunedeplanas.com\/wp-content\/uploads\/2026\/05\/359796.pdf\" target=\"_blank\" rel=\"noopener\">Modification of the management model for the water and sanitation service <\/a><\/p>\n<p><a href=\"https:\/\/www.latribunedeplanas.com\/wp-content\/uploads\/2026\/05\/359795.pdf\" target=\"_blank\" rel=\"noopener\">Provisional approval of the new water and sanitation tax<\/a><\/p>\n<div style=\"height:60px;\"><\/div>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Two documents published on 14 May 2026 in the Official Bulletin of the Province of Tarragona (BOPT) show that the municipality of Pratdip is currently preparing a progressive reorganisation of the drinking water and sanitation management model across the municipal territory.
