owners and the developer, the Town Hall <span class=\"accentue\">accepted in principle<\/span> to take over, as of <span class=\"accentue\">1<sup>st<\/sup> January 1969<\/span>, the public services of <span class=\"accentue\">Planas del Rey (Planes del Rei)<\/span> \u2014 subject to the opinion of the Inspection and Assistance Service for Local Authorities.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>1) Nature of the document<\/h2>\n<ul>\n<li>Official letter from the <span class=\"accentue\">Mayor of Pratdip<\/span> addressed to the provincial authority.<\/li>\n<li>Purpose: <span class=\"accentue\">informing<\/span> about the municipal agreement and <span class=\"accentue\">requesting an opinion<\/span> on the procedure.<\/li>\n<\/ul>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>2) Background<\/h2>\n<ul>\n<li><span class=\"accentue\">8 August 1968<\/span>: meeting of the property owners (mostly French) unanimously deciding to transfer to the Town Hall the administration of <span class=\"accentue\">roads, water, sewerage, street lighting<\/span>.<\/li>\n<li><span class=\"accentue\">21 September 1968<\/span>: the developer <span class=\"accentue\">Francisco Lebasque Belloncle<\/span>, on behalf of the <span class=\"accentue\">Property Owners\u2019 Club<\/span>, submitted the <span class=\"accentue\">global transfer offer<\/span> (roads, water and sewer networks, lighting, waste collection, guarding, surveillance, and other municipal services).<\/li>\n<\/ul>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>3) Municipal decision of 18 October 1968<\/h2>\n<ul>\n<li>The Town Council <span class=\"accentue\">accepted in principle<\/span> to take over the services <span class=\"accentue\">from 1<sup>st<\/sup> January 1969<\/span>.<\/li>\n<li>Condition: <span class=\"accentue\">consultation<\/span> with the provincial Inspection and Assistance Service for <span class=\"accentue\">opinion<\/span> and <span class=\"accentue\">support<\/span> beforehand.<\/li>\n<\/ul>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>4) Legal scope<\/h2>\n<ul>\n<li>The letter records a <span class=\"accentue\">clear administrative commitment<\/span> to take over public services.<\/li>\n<li>It is not yet a <span class=\"accentue\">definitive reception<\/span> in the formal sense (this document lacks a final municipal act published or a notarised formalisation).<\/li>\n<li>The mention \u201c<span class=\"accentue\">accepted in principle<\/span>\u201d and the <span class=\"accentue\">provincial consultation<\/span> place the procedure at the <span class=\"accentue\">preparatory<\/span> stage, but with an announced effective date (<span class=\"accentue\">01\/01\/1969<\/span>).<\/li>\n<\/ul>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>5) Relevance to the current situation<\/h2>\n<ul>\n<li>Proof that the Pratdip Town Hall <span class=\"accentue\">accepted<\/span>, at least in principle, to take over public services in Planas as early as <span class=\"accentue\">1969<\/span>.<\/li>\n<li>Consistent administrative sequence: owners\u2019 decision \u2192 developer\u2019s offer \u2192 <span class=\"accentue\">municipal acceptance<\/span> in principle.<\/li>\n<li>To strengthen the proof of effective reception: <span class=\"accentue\">find<\/span> the <span class=\"accentue\">provincial opinion<\/span> and the <span class=\"accentue\">final municipal act<\/span> (council resolution, official publication and\/or
