On 24 July 2022, Gl\u00f2ria Moreno, who was then a municipal councillor and spokesperson for Avan\u00e7a Pratdip, publishes her personal position on the proposed creation of a new community of property owners in Planas del Rey.<\/p>\n

The Unidos por Planes del Rei association had invited the property owners to a meeting scheduled for 6 August 2022 to discuss this initiative.<\/p>\n

Gl\u00f2ria Moreno does not oppose the principle of a common organisation. However, she considers that the circumstances at the time did not yet allow this new structure to be created under suitable conditions<\/span>.<\/p>\n

\n

A union considered necessary<\/h2>\n

In her statement, Gl\u00f2ria Moreno considers that unity among the property owners is essential to defend the interests of Planas del Rey.<\/p>\n

In her view, a common association could facilitate democratic debate, encourage collective decision-making and strengthen social and cultural ties within the urbanisation.<\/p>\n

She nevertheless makes it clear that she is expressing a personal opinion rather than a position collectively adopted by the entire Avan\u00e7a Pratdip group.<\/p>\n

Her opposition therefore does not concern the principle of a common organisation, but rather the timing and the conditions under which its creation was being proposed<\/span>.<\/p>\n

\n

The reparcelaci\u00f3n context<\/h2>\n

In July 2022, the economic reparcelaci\u00f3n project for PAU-4 is a major concern for many property owners.<\/p>\n

The Municipality of Pratdip has just granted final approval to the project, while the Asociaci\u00f3n de Vecinos de Les Planes del Rei and several property owners are preparing a legal challenge.<\/p>\n

At the time, Gl\u00f2ria Moreno considers that a large proportion of the property owners oppose the municipal project. In her statement, she also criticises the Municipality\u2019s lack of dialogue, the absence of progress on minimum public services and its intention to impose works whose financing remains disputed.<\/p>\n

These claims reflect the political analysis defended by Gl\u00f2ria Moreno in July 2022<\/span>.<\/p>\n

\n

An initiative attributed to the Municipality<\/h2>\n

According to Gl\u00f2ria Moreno, the proposal to create a new community of property owners did not originate directly from the residents.<\/p>\n

She considered that the initiative was being promoted by the Municipality of Pratdip to facilitate the implementation of PAU-4.<\/p>\n

She also pointed out that the Municipality\u2019s legal advisers had already prepared draft statutes for an administrative association linked to PAU-4<\/a>.<\/p>\n

These statutes referred to a collaborative urban planning entity. At the time, Gl\u00f2ria Moreno saw this as a risk of recreating a structure comparable to the former EUCC, whose history had left a profound mark on the property owners of Planas del Rey.<\/p>\n

\n

Priority given to challenging the project<\/h2>\n

Before creating a new organisation, Gl\u00f2ria Moreno considered it necessary to focus efforts on:<\/p>\n

    \n
  • challenging the reparcelaci\u00f3n;<\/li>\n
  • monitoring the legal proceedings brought against the project;<\/li>\n
  • clarifying the legal status of the urbanisation;<\/li>\n
  • determining responsibility for the works and minimum public services.<\/li>\n<\/ul>\n

    She considered that a common association could become useful once these issues had been clarified. However, in the context of July 2022, she stated that she could see no benefit in immediately creating this new structure.<\/p>\n

    \n

    A position to reconsider in the light of 2026<\/h2>\n

    This position is particularly interesting today.<\/p>\n

    Four years later, Gl\u00f2ria Moreno is leading the project to create the new Administrative Cooperation Association for Planas del Rey.<\/p>\n

    This development does not necessarily constitute a complete contradiction. In 2022, she did not definitively reject the principle of a common organisation. She considered that it should be created at a later stage, under better conditions and after the main disputes had been clarified.<\/p>\n

    Nevertheless, it is for the property owners to examine what has changed since 2022 and determine whether the conditions she then considered essential have now been met.<\/p>\n

    This article therefore preserves a record of the position defended by Gl\u00f2ria Moreno when an initial administrative structure intended to accompany PAU-4 was being considered.<\/p>\n
