Here\u2019s a reminder of the key events.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Patience severely tested<\/h2>\n<p>Since the <span class=\"accentue\">dissolution of the EUCC by the TSJC on July 21, 2016<\/span>, and until the complaint was filed on January 26, 2022, <span class=\"accentue\">five and a half years<\/span> passed. A period during which we showed <span class=\"accentue\">remarkable patience<\/span>.<\/p>\n<ul>\n<li>The Town Hall refused to provide <span class=\"accentue\">the minimum public services<\/span>, despite being legally obliged to do so.<\/li>\n<li>It continued to mislead property owners into believing the EUCC still existed, demanding <span class=\"accentue\">illegal \u201ccharges\u201d<\/span>.<\/li>\n<li>Our urbanisation experienced <span class=\"accentue\">numerous water cuts<\/span>, including one that lasted three weeks during Christmas 2017.<\/li>\n<li>The wastewater treatment plant was <span class=\"accentue\">shut down by the Town Hall<\/span> in October 2017.<\/li>\n<li>General <span class=\"accentue\">maintenance<\/span> of the urbanisation was completely abandoned.<\/li>\n<li><span class=\"accentue\">Public lighting<\/span> was cut off.<\/li>\n<\/ul>\n<p>And yet, <span class=\"accentue\">in May 2021<\/span>, the Town Hall lost its appeal before the TSJC and was <span class=\"accentue\">sanctioned<\/span>. A final ruling it should have complied with immediately.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Unacceptable proposal to recreate an EUCC<\/h2>\n<p>Instead of complying with the court ruling, a few weeks later, the Town Hall proposed to <span class=\"accentue\">recreate a structure similar to the EUCC<\/span> with an initial budget of <span class=\"accentue\">\u20ac103,000<\/span>.<\/p>\n<p>In exchange, public lighting would be restored. <span class=\"accentue\">Sheer blackmail<\/span>.<\/p>\n<p>Faced with this unacceptable attempt, <span class=\"accentue\">our association suspended all dialogue<\/span> with the Town Hall until lighting is restored unconditionally.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>A reparcelaci\u00f3n project based on a non-existent EUCC<\/h2>\n<p>In November 2021, the Town Hall adopted a <span class=\"accentue\">new reparcelaci\u00f3n project<\/span> worth <span class=\"accentue\">7 million euros<\/span>, claiming that an active EUCC still existed. <span class=\"accentue\">This is completely false<\/span>.<\/p>\n<p>We immediately filed a <span class=\"accentue\">recurso de alzada<\/span> to challenge this project. With no response from the Town Hall within the legal deadline, <span class=\"accentue\">the appeal is deemed rejected<\/span>.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>A necessary change of strategy<\/h2>\n<p>Our lawyer then concluded that we had <span class=\"accentue\">exhausted all administrative legal avenues<\/span>.
