Public lighting has disappeared, plunging our streets into total insecurity. Crime has tripled. At nightfall, our streets resemble those of 1930s Chicago during Prohibition \u2014 but <span class=\"accentue\">without the joys of the Cotton Club<\/span>.<\/p>\n<h3>Concrete facts, victimized neighbors<\/h3>\n<p>A telling example: in the upper part of <span class=\"accentue\">calle Lirio<\/span>, out of five houses, <span class=\"accentue\">four were vandalized<\/span>.<\/p>\n<ul>\n<li>One house was <span class=\"accentue\">squatted<\/span>.<\/li>\n<li>Another was <span class=\"accentue\">burgled in broad daylight<\/span> at 5 PM, and the guard dog was neutralized with a taser.<\/li>\n<li>Two others were <span class=\"accentue\">broken into<\/span>, with their front doors forced open.<\/li>\n<\/ul>\n<p>And all this happened within just a few weeks. <span class=\"accentue\">We all feel this is going to end badly<\/span>.<\/p>\n<h3>An endless \u201cconsultation phase\u201d<\/h3>\n<p>We are told the municipality has entered a \u201c<span class=\"accentue\">consultation phase<\/span>\u201d&#8230; But meanwhile, insecurity is growing, and the town hall remains passive.<\/p>\n<h2>Trivial expenses compared to our taxes<\/h2>\n<p>The last electricity bill paid to Endesa for public lighting in Planes del Rei amounted to <span class=\"accentue\">less than \u20ac5,000<\/span> for a whole year.<\/p>\n<p>At the same time, the residents of the urbanization pay <span class=\"accentue\">about \u20ac250,000 in IBI<\/span> to the town hall each year. This contempt is <span class=\"accentue\">unacceptable<\/span>.<\/p>\n<h3>The courts are on our side<\/h3>\n<p>The <span class=\"accentue\">High Court of Justice of Catalonia<\/span> confirmed, in a <a href=\"https:\/\/www.latribunedeplanas.com\/en\/the-town-hall-of-pratdip-lose-her-appeal\/\">final appeal ruling<\/a> dated May 10, 2021, that the town hall must execute the <a href=\"https:\/\/www.latribunedeplanas.com\/en\/sentence-of-the-superior-court-of-justice-of-catalonia\/\">dissolution order of the EUCC<\/a> from July 21, 2016 \u201c<span class=\"accentue\">in good faith<\/span>\u201d. Clearly, that is far from the case.<\/p>\n<h2>What the law says<\/h2>\n<p>The <span class=\"accentue\">Law 7\/1985 of April 2<\/span>, Regulating the Bases of Local Regime, clearly obliges municipalities to provide several mandatory services:<\/p>\n<ul>\n<li><span class=\"accentue\">Public lighting<\/span><\/li>\n<li><span class=\"accentue\">Cemetery<\/span><\/li>\n<li><span class=\"accentue\">Household waste collection<\/span><\/li>\n<li><span class=\"accentue\">Street cleaning<\/span><\/li>\n<li><span class=\"accentue\">Drinking water supply<\/span><\/li>\n<li><span class=\"accentue\">Sewage<\/span><\/li>\n<li><span class=\"accentue\">Access and paving of public roads<\/span><\/li>\n<\/ul>\n<p>These are the <span class=\"accentue\">minimum services<\/span> that every town hall must provide, even in non-receptioned urbanizations.<\/p>\n<h3>An institutionalized lie<\/h3>\n<p>For more than ten years, the town hall has claimed we are a \u201c<span class=\"accentue\">private estate<\/span>\u201d. Yet despite our repeated requests, <span class=\"accentue\">it has never provided a single legal document<\/span> to support this claim.<\/p>\n<p>The dissolution of the EUCC, confirmed by the courts, <span class=\"accentue\">eliminates the administrative intermediary<\/span> between our urbanization and the town hall. We now depend <span class=\"accentue\">directly on the municipality<\/span>.<\/p>\n<h2>A partial reception that raises questions<\/h2>\n<p>The <span class=\"accentue\">report by the Baix Camp architect<\/span> dated March 31, 2021, led the town hall to officially receive a large parcel of green areas.<\/p>\n<p>But then, why not also <span class=\"accentue\">calle Lirio, calle Magnolia, calle Narcisso<\/span>&#8230;? Where is the logic?<\/p>\n<h2>We demand action<\/h2>\n<p>We can no longer <span class=\"accentue\">carry on like this<\/span>.<\/p>\n<p>We demand the <span class=\"accentue\">immediate restoration of public lighting<\/span> throughout the Planes del Rei urbanization.<\/p>\n<p><a href=\"https:\/\/www.peticion.es\/exigimos_la_restauracion_de_la_luz_publica_en_las_planas_del_rei_pratdip\" target=\"_blank\">Sign the petition here<\/a>.
