Two matters appeared on the agenda: Jos\u00e9 Pescador taking office as a municipal councillor and the approval of an agreement concerning wastewater treatment.<\/p>\n<p>The agreement was intended to support the preparation and financing of new facilities in several Baix Camp municipalities, including the village of Pratdip. <span class=\"accentue\">However, the Planas del Rey wastewater treatment plant was not included.<\/span><\/p>\n<p>The information presented in this article is based on a summary prepared by Avan\u00e7a Pratdip. This document describes the events and discussions as reported by that political group. It is not the official record of the Town Council meeting.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>Participants in the Town Council meeting<\/h2>\n<p>According to Avan\u00e7a Pratdip\u2019s summary, the following people attended the session:<\/p>\n<ul>\n<li>the municipal secretary;<\/li>\n<li>the mayor of Pratdip;<\/li>\n<li>Jos\u00e9 Mar\u00eda Rovira, Jordi Pagan, Amadeu Pune and Toni Marco, councillors representing Junts per Catalunya;<\/li>\n<li>Gl\u00f2ria Moreno and Jos\u00e9 Pescador, councillors representing Avan\u00e7a Pratdip.<\/li>\n<\/ul>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>Two items on the agenda<\/h2>\n<p>The extraordinary session focused on two matters:<\/p>\n<ol>\n<li>Jos\u00e9 Pescador taking office as a municipal councillor;<\/li>\n<li>the approval of an agreement delegating responsibilities for wastewater treatment.<\/li>\n<\/ol>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>Jos\u00e9 Pescador takes office<\/h2>\n<p>Jos\u00e9 Pescador pledged to perform his duties as a municipal councillor in accordance with the Spanish Constitution and the law.<\/p>\n<p>The Town Council <span class=\"accentue\">unanimously approved his appointment<\/span>.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>An agreement concerning wastewater treatment<\/h2>\n<p>The second item concerned an agreement between the <span class=\"accentue\">Consell Comarcal del Baix Camp<\/span> and the municipalities of Arbol\u00ed, Capafonts, Maspujols, Pratdip and Vilanova d\u2019Escornalbou.<\/p>\n<p>Under this agreement, Pratdip Town Council would delegate certain responsibilities for wastewater treatment to the Consell Comarcal, including:<\/p>\n<ul>\n<li>drafting the technical project;<\/li>\n<li>studying the various possible solutions;<\/li>\n<li>preparing the operating rules for the facilities;<\/li>\n<li>organising the management of the service.<\/li>\n<\/ul>\n<p>The Consell Comarcal would then conclude the necessary agreements with the <span class=\"accentue\">Catalan Water Agency (ACA)<\/span> to finance the studies and construction work.<\/p>\n<p>Operation of the new facilities was to be entrusted to <span class=\"accentue\">Comaigua<\/span>.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>A programme scheduled between 2022 and 2027<\/h2>\n<p>According to the information provided during the Town Council meeting and reported by Avan\u00e7a Pratdip, the ACA had scheduled funding for several wastewater treatment plants between 2022 and 2027.<\/p>\n<p>The programme covered the municipalities named in the agreement and was intended, among other measures, to enable the construction of a new wastewater treatment plant for the village of Pratdip.<\/p>\n<p>By contrast, <span class=\"accentue\">the Planas del Rey wastewater treatment plant was not included in the programme<\/span>.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>No solution announced for Planas del Rey<\/h2>\n<p>Gl\u00f2ria Moreno and Jos\u00e9 Pescador asked the municipal government about the future of the Planas del Rey wastewater treatment plant.<\/p>\n<p>According to their summary, they received no specific information concerning:<\/p>\n<ul>\n<li>bringing the existing facility back into operation;<\/li>\n<li>the preparation of technical studies;<\/li>\n<li>the development of a new project;<\/li>\n<li>the timetable for any possible action.<\/li>\n<\/ul>\n<p>Avan\u00e7a Pratdip noted that the former treatment plant had been built with contributions from the property owners. The group believed that no concrete progress was being made at that time towards resolving the wastewater treatment problem in Planas del Rey.<\/p>\n<p>This assessment reflects <span class=\"accentue\">the position expressed by Avan\u00e7a Pratdip in its summary<\/span>. It is not an official conclusion of the Town Council meeting.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>Avan\u00e7a Pratdip votes against the agreement<\/h2>\n<p>Gl\u00f2ria Moreno and Jos\u00e9 Pescador voted against approving the agreement.<\/p>\n<p>They were not necessarily challenging the need to improve wastewater treatment in the village of Pratdip and the other municipalities concerned. Their vote was primarily intended to protest against <span class=\"accentue\">the absence of any announced solution for Planas del Rey<\/span>.<\/p>\n<p>The agreement therefore highlighted the difference between the projects planned for the village of Pratdip and the situation in its residential development, whose wastewater treatment plant remained outside the programme presented.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>A problem already reported in 2019<\/h2>\n<p>The fact that the Planas del Rey wastewater treatment plant was not operating had already been known for several years.<\/p>\n<p>In August 2019, an article about wastewater treatment in the Baix Camp reported that Pratdip was among the municipalities that still had no operational treatment plant.
