She also indicated that the Town Hall wishes to begin renovation work in Planas as soon as possible.<\/p>\n<p>At the same time, the creation of <span class=\"accentue\">a cooperation entity<\/span> was proposed to allow property owners to participate in the process. The Town Hall also invited the designation of representatives to jointly work on revising the project and monitoring the works.<\/p>\n<p><span class=\"accentue\">Pending implementation of the project<\/span>, all owners will be required to pay an urban development fee to cover maintenance costs of the urbanization.<\/p>\n<p>Several participants expressed their concerns. Nevertheless, Ms. Paix\u00e0 insisted: <span class=\"accentue\">the project will go ahead, with or without the participation of the owners<\/span>. She asked for the cooperation of the former EUCC president to assess the real maintenance costs and to determine the future contribution quotas.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Questions and objections from Avan\u00e7a Pratdip representatives<\/h2>\n<p>In response to our questions, Ms. Paix\u00e0 said:<\/p>\n<ul>\n<li><span class=\"accentue\">The registration period for the project is not defined<\/span>, but she stated it would be short, despite the opposing view of our councilor Jose Pescador, whom she advised not to listen to.<\/li>\n<li>It is also not specified how long owners will have to pay the development fee, except <span class=\"accentue\">&#8220;until the works are completed&#8221;<\/span>.<\/li>\n<\/ul>\n<p>Mr. Pescador expressed concern that this vagueness could lead to <span class=\"accentue\">a situation of indefinite, uncontrolled maintenance fees<\/span>.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Position of Leonardo Meriz<\/h2>\n<p>Mr. Meriz stated that he <span class=\"accentue\">would challenge any urban development charge<\/span> linked to the reparcelaci\u00f3n imposed on his property.<\/p>\n<p>Ms. Paix\u00e0 responded firmly: <span class=\"accentue\">&#8220;He will lose, as all the others did, except in the case of the EUCC dissolution.&#8221;<\/span><\/p>\n<p>He proposed modifying the project first, then registering it. Ms. Paix\u00e0 refused, arguing it would delay things by two more years.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Joint requests: lighting and green spaces<\/h2>\n<p>AvP and Mr. Meriz agreed to request that the Town Hall <span class=\"accentue\">immediately take charge of green areas and public lighting<\/span>.<\/p>\n<p>A new meeting is scheduled within 15 days.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>AvP calls for a strategic meeting<\/h2>\n<p>AvP council members consider it essential to <span class=\"accentue\">urgently convene the entire group<\/span> to define a strategy for upcoming negotiations with the Town Hall and other political groups.<\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<h2>Legal analysis: response from Jordi Barqu\u00edn<\/h2>\n<p>In light of the situation, AvP consulted its lawyer, Mr. Jordi Barqu\u00edn. Here are his initial conclusions:<\/p>\n<ul>\n<li>He noted in Ms. Paix\u00e0\u2019s statements a <span class=\"accentue\">tacit acknowledgment of the dissolution of the EUCC<\/span>: &#8220;excepto el de la eliminaci\u00f3n de la EUCC&#8221;.<\/li>\n<li>He recalled that in 2018 the Town Hall appealed the enforcement judgment of July 20 and 21, 2016, arguing a contradiction between the two.<\/li>\n<li>However, the July 21, 2016 ruling clearly stated that <span class=\"accentue\">the EUCC was dissolved on that date<\/span>.<\/li>\n<li>To this day, the TSJC Court of Appeal has not yet ruled on that appeal, which has been pending since February 2020.<\/li>\n<\/ul>\n<p>Finally, Mr. Barqu\u00edn stated:<\/p>\n<ul>\n<li><span class=\"accentue\">&#8220;A new EUCC cannot legally be created.&#8221;<\/span><\/li>\n<li>The Town Hall is considering a collaborative model, but according to him, the facilities are public and <span class=\"accentue\">no longer subject to a private conservation entity<\/span>.<\/li>\n<li><span class=\"accentue\">&#8220;A so-called collaborative EUCC would be illegal.&#8221;<\/span><\/li>\n<\/ul>\n<p>We believe it is essential to share this legal opinion, which <span class=\"accentue\">clearly rules out the possibility of re-establishing an EUCC<\/span> in any form.<\/p>\n<p>For the <span class=\"accentue\">Asociaci\u00f3n de Vecinos Les Planes del Rei (SOS Planas)<\/span><br \/>\n<span class=\"accentue\">G\u00e9rard Marais<\/span><\/p>\n<hr style=\"margin-bottom: 30px;\" \/>\n<blockquote>\n<h2>Terminology Note<\/h2>\n<p>There is no exact equivalent in English for the Spanish legal term <em>\u00ab\u202freparcelaci\u00f3n\u202f\u00bb<\/em>. It might be tempting to translate it as urban redevelopment or reurbanization, but that would be misleading.<\/p>\n<p>In reality, <em>reparcelaci\u00f3n<\/em> refers to a specific legal and administrative procedure in Spanish urban planning law:<br \/>\n<span class=\"accentue\">it is a land readjustment process<\/span> aimed at regrouping and redistributing property parcels within a defined area in order to adapt them to a new urban development plan.<\/p>\n<p>This process ensures that urban planning costs and benefits (such as roads, green spaces, and public infrastructure) are equitably shared among property owners.<\/p>\n<p>The most accurate English rendering would be:<br \/>\n<span class=\"accentue\">\u201curban land readjustment\u201d<\/span> or <span class=\"accentue\">\u201curban re-parceling\u201d<\/span>.<br \/>\nIn legal contexts, it is also common to keep the original Spanish term (reparcelaci\u00f3n) alongside a descriptive
