On 2 August 2019, Avan\u00e7a Pratdip<\/span> holds a meeting devoted to several issues directly affecting Planas del Rey: the water supply, the use of the former EUCC premises, the management of the tennis courts and the IBI property tax.<\/p>\n The summary published at the time by the political group provides an overview of the issues then being discussed by its members and by its representatives on the Town Council.<\/p>\n In simple terms:<\/span> this document reflects the information and positions expressed by Avan\u00e7a Pratdip in August 2019. Where these are not supported by an administrative or legal document, they should be regarded as the group\u2019s account of the meeting rather than as independently established facts.<\/span><\/p>\n According to Avan\u00e7a Pratdip\u2019s report, the Town Council has just sent new water bills to residents.<\/p>\n The group states that no increase is observed at that time<\/span>, despite what it describes as a new agreement with Comaigua.<\/p>\n \u00d3scar Serrano nevertheless believes that the following bills should be examined carefully to determine whether the tariffs change.<\/p>\n The text of this possible new agreement is neither attached to the report nor among the documents currently available to us, so La Tribune de Planas has been unable to verify its contents<\/span>. It is therefore not possible to specify its terms, duration or the allocation of responsibilities.<\/p>\n This reference nevertheless remains relevant to the chronology of Planes del Rei, as water management had already been the subject of several agreements, proposals and discussions in previous years.<\/p>\n The summary also states that Gl\u00f2ria Moreno<\/span>, an Avan\u00e7a Pratdip councillor, had asked the Town Council to allow the group to use the former EUCC premises.<\/p>\n According to the same report, the Town Council rejects the request.<\/p>\n According to the information reported by Avan\u00e7a Pratdip, the Council considers it inappropriate to authorise such use until the legal situation concerning the former Planas del Rey entity has been clarified.<\/p>\n This response comes less than a year after the official registration, in September 2018, of the dissolution of the EUCC in the Generalitat register.<\/p>\n The dissolution of the EUCC had not automatically resolved every issue concerning its former assets, premises or infrastructure.<\/span><\/p>\n The meeting also addresses the tennis courts in Planas del Rey.<\/p>\n Several questions are raised:<\/p>\n Avan\u00e7a Pratdip states that it wants to obtain more information about how the facilities are managed.<\/p>\n The summary does not, however, provide answers to these questions. At this stage, they are therefore questions raised during the meeting<\/span>, not established conclusions about the management of the facilities.<\/p>\n Part of the meeting also concerns the internal organisation of Avan\u00e7a Pratdip.<\/p>\n The group wishes to structure its working groups and organise regular meetings in accordance with its statutes.<\/p>\n This point mainly concerns the internal organisation of the political group and does not in itself constitute a municipal decision.<\/p>\n The most sensitive issue discussed at the meeting concerns the Impuesto sobre Bienes Inmuebles (IBI)<\/span>, the municipal property tax.<\/p>\n According to the summary, Jos\u00e9 Pescador refers to a proposal attributed to the \u201cCivic Platform\u201d: to stop paying the IBI directly to the Town Council and instead deposit the corresponding amounts with the courts.<\/p>\n Avan\u00e7a Pratdip does not, however, present this possibility as legally established.<\/p>\n On the contrary, the summary states that it was decided to look for relevant case law<\/span> concerning non-payment of the IBI in situations where municipal services were alleged to be deficient, before submitting the proposal again to a general assembly.<\/p>\n In simple terms:<\/span> in August 2019, this was a proposal under discussion. The summary does not establish that a property owner could legally stop paying the IBI or replace that payment with a judicial deposit.<\/span><\/p>\n Above all, this summary provides a snapshot of the issues being discussed in Planas a few months after the municipal elections of May 2019.<\/p>\n Water remains an important concern, while the disappearance of the EUCC continues to raise practical questions concerning certain premises and facilities.
