This text confirms that as early as the late 1960s, the <span class=\"accentue\">municipality of Pratdip<\/span> had been officially asked to integrate the urbanization\u2026 before the process was voluntarily or administratively blocked.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>A File Opened at the Request of Pratdip<\/h2>\n<p>At that time, the municipality of Pratdip contacted the <span class=\"accentue\">National Service of Inspection and Assistance to Local Corporations<\/span> to obtain an official opinion regarding the transfer of the infrastructures of Planas del Rey.<\/p>\n<p>This initiative followed the joint proposal of the developer <span class=\"accentue\">Francisco Lebasque Belloncle<\/span> and several property owners, inviting the municipality to accept the transfer of roads, networks, and services already in place in the urbanization.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>What the Official Document Says:<\/h2>\n<p>The document dated 28 December 1968 is unequivocal:<\/p>\n<ul>\n<li>It recalls that <span class=\"accentue\">the law authorizes municipalities<\/span> to accept this type of transfer and that the handover of roads is even a <span class=\"accentue\">mandatory element<\/span> in any urbanization process (Article 129 of the Land Law).<\/li>\n<li>However, it notes the <span class=\"accentue\">absence of the necessary documents<\/span>, in particular:<\/li>\n<ul>\n<li>The mentioned municipal council agreement (18 October 1968),<\/li>\n<li>A detailed inventory of the infrastructures,<\/li>\n<li>The complementary plans and studies essential for an informed decision.<\/li>\n<\/ul>\n<\/ul>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>A Conditional Agreement in Principle<\/h2>\n<p>While emphasizing that the developer&#8217;s offer <span class=\"accentue\">may be of interest to the municipality<\/span>, the Service specifies that official acceptance <span class=\"accentue\">requires beforehand:<\/span><\/p>\n<ul>\n<li>A detailed inventory of the surface area, boundaries, and condition of the infrastructures,<\/li>\n<li>An assessment of maintenance costs, possible depreciation, and expected benefits,<\/li>\n<li>Technical documents allowing the estimation of viability and obligations for the municipality.<\/li>\n<\/ul>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>An Incomplete but Revealing Process<\/h2>\n<p>From a legal and historical perspective, this document is crucial:<\/p>\n<ul>\n<li><span class=\"accentue\">The municipality officially acknowledges having been asked<\/span> to integrate Planas del Rey.<\/li>\n<li>The integration process was indeed <span class=\"accentue\">underway<\/span>, but incomplete due to the lack of the required complementary documents.<\/li>\n<li>This administrative blockage can be interpreted in two ways:<\/li>\n<ul>\n<li>Either as a simple lack of initiative from the developer,<\/li>\n<li>Or \u2014 and this is the most likely scenario in light of the following decades \u2014 as evidence of a municipal desire to <span class=\"accentue\">delay, hinder, or even avoid the official integration of Planas<\/span>.<\/li>\n<\/ul>\n<\/ul>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>A Political Decision That Endures<\/h2>\n<p>This document, forgotten or concealed for over 50 years, demonstrates that the absence of reception of Planas del Rey by the municipality of Pratdip is not the result of chance or an insurmountable constraint.<\/p>\n<p>From the outset, all the legal conditions were met to allow integration.
