This agreement followed a court ruling requiring the Town Hall to <span class=\"accentue\">take responsibility for the management and billing of water and household waste in Planas del Rey<\/span>.<\/p>\n<p>This agreement officially established:<\/p>\n<ul>\n<li>The delegation of the <span class=\"accentue\">drinking water service<\/span> to Secomsa Aig\u00fces via the Consell Comarcal.<\/li>\n<li>Comprehensive management: meter readings, billing, analysis, collection, payments, etc.<\/li>\n<li>Funding provided by the Town Hall, \u20ac35,518 + VAT\/year.<\/li>\n<li>An initial term of one year, tacitly renewable.<\/li>\n<\/ul>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>2. A contract with legal value: &#8220;a knife in the back&#8221;<\/h2>\n<p>The article in La Tribune de Planas explicitly mentioned it under the title <a href=\"https:\/\/www.latribunedeplanas.com\/en\/new-convention-signed-between-the-city-hall-and-the-president-of-the-eucc\/\">New Agreement\u2026 \u2013 \u201cA knife in the back\u201d<\/a>, highlighting the institutional nature of the act, signed despite municipal resistance and following a court ruling.<\/p>\n<p><span class=\"accentue\">This document constitutes a public act<\/span>, which directly contradicts the current Town Hall\u2019s official position, claiming that the urbanization &#8220;has never been officially received&#8221;.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>3. Secomsa becomes Comaigua: legal continuity<\/h2>\n<p>In May 2014, Secomsa Aig\u00fces changed its corporate name to <span class=\"accentue\">Comaigua<\/span>, without altering the legal nature of the original delegation. This company, still linked to the Consell Comarcal, is currently responsible for water services in Planas del Rey.<\/p>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>4. What this document reveals<\/h2>\n<ol>\n<li><span class=\"accentue\">Explicit acknowledgment<\/span> by the Town Hall of its responsibilities regarding public service.<\/li>\n<li><span class=\"accentue\">Adoption of a formal management system<\/span>, integrated into the institutional framework (through contract, funding, oversight, etc.).<\/li>\n<li><span class=\"accentue\">Blatant contradiction<\/span> with the current municipal narrative, which claims that the urbanization falls outside its jurisdiction.<\/li>\n<\/ol>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>5. Why this is crucial today<\/h2>\n<ul>\n<li>Residents are still suffering from <span class=\"accentue\">recurrent water cuts<\/span>.<\/li>\n<li>The Town Hall regularly invokes the <span class=\"accentue\">\u201cnon-reception\u201d argument<\/span> to justify its inaction.<\/li>\n<li>This 2010 agreement, reinforced by prior judicial recognition, shows that the Town Hall acted as a <span class=\"accentue\">legitimate public authority in Planas<\/span> \u2014 well before any formal reception took place.<\/li>\n<\/ul>\n<hr style=\"margin-bottom:30px;\"\/>\n<h2>Conclusion<\/h2>\n<p>The 2010 article confirms that the Town Hall of Pratdip was never \u201cforeign\u201d to the management of water services in Planas del Rey.
