On September 21, 1968, Francisco Lebasque, developer of the Planas del Rey urbanization, sent an official letter to the Pratdip Town Hall. In this letter, he clearly expressed his intention to transfer to the municipality the roads, water supply networks, sewage systems, public lighting, as well as the common areas and security services.<\/p>\n

This initiative responded to a request from the property owners and aimed, according to him, to improve the administration and management of the urbanization.<\/p>\n

A process that led nowhere<\/h2>\n

While this letter constitutes formal proof of the developer’s willingness to transfer the facilities to the municipality, it was not a legally binding act. The acceptance by the Town Hall and the signing of a notarized deed were necessary to finalize this transfer, which, evidently, never took place at the time.<\/p>\n

The letter also mentions that the Town Hall could use the existing water facilities as long as the urbanization was not yet connected to the municipal network, highlighting the lack of full integration of Planas into the municipality.<\/p>\n

A missed opportunity<\/h2>\n

This document proves that already in 1968 the conditions were in place for Planas to be integrated into the municipality of Pratdip.<\/p>\n

I, FRANCISCO LEBASQUE BELLONCLE, of legal age, married, owner, residing in Planas del Rey (Pratdip), respectfully declare to Your Honor:Qu\u2019en ma qualit\u00e9 de promoteur de l\u2019urbanisation Planas del Rey, situ\u00e9e sur le territoire municipal de Pratdip, et conform\u00e9ment \u00e0 la demande formul\u00e9e par les propri\u00e9taires de ladite urbanisation, et \u00e9tant personnellement d\u2019avis qu\u2019il est opportun d\u2019agir ainsi, dans le but d’assurer une meilleure administration et prestation de services dans l\u2019urbanisation, j\u2019ai l\u2019intention de proc\u00e9der \u00e0 la cession des voies de circulation et services publics \u00e0 la Mairie de Pratdip, et sollicite que cette op\u00e9ration soit men\u00e9e conform\u00e9ment aux dispositions l\u00e9gales applicables.<\/p>\n
